Force confirm drag'n'drop

I would like to push this out to our domain and force the confirm drag'n'drop feature to remain on. Currently, there is a convenient checkbox that the user can disable the popup with. I need that to go away. I also need to lock the settings so they can't be changed without admin rights. Maybe the feature could be called "Enterprise mode" or something.
